What actually governs the outcome is physical: whether original sash is worth repairing, whether openings are standard sizes, and how the installation is flashed on elevations that take wind-driven rain.

Citywide records cannot tell you your parcel's flood status, whether your openings are standard, or the condition of the framing behind them. Check the first with LFUCG if the project is substantial, and the rest with whoever measures for the order.
